PingFederate -- Comparison of Implementation Time & Cost

For a recent Webinar, we did some research into the comparative cost of standing up a federation using three different approaches: 1) a standalone federation server like PingFederate, 2) Federation from an Identity Management Suite or 3) a free open source SAML toolkit. 

We were astonished with what we found.

There's SO much missing here!

Did all three start from the same state with the same data?

For 2 & 3, what are the steps taken?
